How the index is calculated
FOI is built like the Air Quality Index. Every day opens at 101 — Unpleasant, the administration's standing start. Human deposits weigh 8 points. Animal deposits weigh 3. Those points add to 101. The reading is capped at 500.
Green is clear. Yellow is elevated. Orange is unpleasant — the administration's standing start, because that is the reality on the sidewalk. Red is hazardous. The meter never opens green.
Sightings are citywide and anonymous. No names. No photos. The bureau does not delete filings.
